Answer: Here you use either 'about' or 'is'. Not both.
 
'How about his personality?' is a casual way to say 'How is his personality?' or 'What is his personality like?'  They all mean the same thing.
 
Question: What does 'What a man!' mean?
 
Answer: This means an impressive man. A man who you think is great.
 
Question: What does 'at the crack of dawn' mean?
 
Answer: Dawn is the first light of day when the sun starts to come up. 
 
'The crack of dawn' means really early in the morning.
